On the morning of May 25, at the Headquarters of the Party Central Committee, the General Secretary Nguyen Phu Trong chaired a meeting of the Politburo to give opinions to a report reviewing the implementation of Resolution No. 26-NQ/TW, dated July 30, 2013 of the 11th tenure of the Politburo on the orientations and tasks of developing Nghe An province by 2020.

Attending the meeting were Politburo members: Vo Van Thuong - State President; Pham Minh Chinh - Prime Minister; Vuong Dinh Hue - Chairman of the National Assembly; Truong Thi Mai - Permanent Secretary of the Secretariat, Head of the Central Organization Department; and members of the Politburo, leaders of ministries and branches.

On the Nghe An side, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Trong Hoang - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Inspection Committee of the Provincial Party Committee; leaders of the Office of the Provincial Party Committee, Department of Planning and Investment.

Nghe An is gradually becoming the North Central Regional Center in many sectors

At the meeting, after listening to the report and opinions of agencies, , the Politburo has discussed and agreed that: After almost 10 years of implementing the Resolution, Nghe An province is gradually becoming a center for finance, commerce, tourism, education and training, science and technology, high-tech industry, healthcare, culture, and sports in the north-central region.

Nghe An's economy has developed quite comprehensively at a relatively fast rate and improved growth quality. The economic scale has been expanded. Last year, it ranked 10th nationwide  and nearly 2.5 times higher than in 2013; The average GRDP per capita has increased rapidly, reaching 51.4 million VND, more than doubling the figure recorded in 2013.

The economic structure has shifted towards increasing the proportion of the industrial sector. Total investment capital of the whole society has increased rapidly. Economic and social infrastructure, especially transportation and urban infrastructure, has been invested in and upgraded.

Culture and society have many positive changes. Education and training have developed comprehensively, and healthcare has developed quite evenly in all areas. The poverty rate has decreased rapidly, especially in the areas of ethnic minorities and mountainous regions. Social welfare is guaranteed, and environmental protection, resource management, and national defence and security are strengthened.  Certain diplomatic results have been achieved, especially with neighbouring provinces in Laos.

Party and political system building work are paid attention. Leadership capacity and fighting strength of Party committees at all levels and party organizations; the quality of activities of the Vietnam Fatherland Front and socio-political organizations has been improved; Great people's solidarity is strengthened.

Addressing at the meeting, on behalf of the provincial leaders, Secretary of Nghe An Provincial Party Committee, Thai Thanh Quy would like to fully understand and seriously absorb the opinions and statements of Politburo members, to coordinate with The Central Economic Commission has supplemented and completed the final report, as well as concretized it in tasks and solutions for socio-economic development, ensuring national defense and security of the province.

Sincerely thank the opinions of the Politburo members, the Secretary of the Nghe An Provincial Party Committee affirmed: By the comments and opinions, the province is more aware and more deeply aware of the outstanding issues, the Lessons learned, especially the factors that the province needs to promote to effectively exploit the potential, advantages and characteristics of Nghe An province.

Over the past years, the Party Committee and people of ethnic groups in the province have seriously grasped the orientations, tasks and solutions of Resolution 26 and made efforts to implement, strive and achieve many positive results, creating an important foundation for development in the near future.

However, the province is also aware that in the development process there has been no breakthrough and many important targets have not been achieved The economic development has not yet matched its potential and advantages, expectations, desires and requirements set by the Central Government.

“Therefore, the Party Committee, Government and people of ethnic groups in the province have the urgent desire of the Politburo to continue to pay attention to, lead, direct, orient and issue a new Resolution for Nghe An province to have new motivation, a new push to build and develop Nghe An province faster, stronger and sustainable, soon becoming a decent province like President Ho Chi Minh always wanted and set out for the province and build Vinh city to become the new center of the region and the whole country” Secretary of the Provincial Party Committee Thai Thanh Quy delivered a speech.

On behalf of the provincial leaders, the Party Committee, the People and the Government of Nghe An province, the Secretary of the Provincial Party Committee promised to General Secretary Nguyen Phu Trong, and Politburo members, Nghe An province will continue to promote spirit of solidarity, unity, greater efforts, dynamism, creativity, closed coordination with other departments, ministries, branches, central agencies and localities to successfully implement and organize the implementation of tasks and orientations that the Politburo assigns to Nghe An in the near future.

The new resolution on Nghe An should be “easy to understand, remember, implement and inspect”

At the meeting, on the basis of summarizing and analyzing the requirements and tasks of the new period, to build Nghe An - President Ho Chi Minh's hometown into a good province of the whole country, commensurate with the particularly important role and position in the North Central Coast and Central Coast region and the whole country. The Politburo has agreed to issue a new resolution on the development of the province until 2030, with a vision to 2045.

Concluding the meeting, General Secretary Nguyen Phu Trong confirms that the implementation of the Summary of Resolution No. 26 is necessary, thereby showing more recent results and drawing lessons for the new period.

General Secretary Nguyen Phu Trong emphasized that the new resolution will need to focus on fundamental viewpoints and more specific and practical measures that are easy to understand, remember, implement and inspect, which are expected to bring about concrete changes.

The local authorities must be more determined and take the lead, but the responsibility of the central-level agencies is also important, and the local authorities should not rely solely on the central government, the Party chief told Nghe An leaders.

In particular, General Secretary Nguyen Phu Trong emphasized that the issuance of a new resolution is not the end goal, it is just the very important first step, the decisive issue is to organize the implementation effectively.

“What we desire is for Nghe An to be richer and stronger, and for the neighboring provinces to have better momentum as well. Therefore, there must be specific, active and effective organizational and directive measures, and all levels and sectors must be involved," Mr. Trong stressed, asking all levels of leadership in Nghe An, and the Party committees of the Government and National Assembly to help bring the resolution to life” the General Secretary expressed.

From 10 years of experience in implementing Resolution 26, General Secretary Nguyen Phu Trong especially noted that with a new spirit and will, the Politburo issued a new Resolution on Nghe An, which must create specific and clear changes.

“Step really hard, go far, Nghe An like that is Nghe An”, the General Secretary reminded, noting that the implementation process needs to organize a preliminary review to learn from experience and make timely adjustments in order to effectively implement the new Resolution of the Politburo on Nghe An.

On that basis, the General Secretary assigned the Central Economic Commission as the standing agency to prepare a report on the 10-year summary project of the implementation of Resolution 26 of the Politburo to assume the prime responsibility for, and coordinate with, to focus on finalizing the final report and draft resolution to submit to the Politburo.
