The index of industrial production (IIP) in December 2023 grow by 6.16% compared to the same period in 2022
Reporting at the regular
meeting of the Provincial People's Committee in December 2023, Mr. Pham Hong
Quang - Director of the Department of Planning and Investment said that the
Index of Industrial Production (IIP) in December 2023 is projected to increase
by 6.16% over the same period last year. Cumulatively for the whole year 2023,
some industrial products are expected to have a good increase compared to 2022.

Overview of the meeting
As of December 15, total area
of winter crop cultivation in the province is projected to reach 36,496.25
hectares.
In
December 2023, farmers will mainly focus on producing the Winter crop in 2023
and prepare all conditions for production of the two Spring crops in 2024. As

As
of December 2023, the total buffalo herd is projected to reach 264,938 heads,
equal to 99.01%. The total cow herd is projected at 535,515 heads, up 3.15%
over the same period last year. The total pig herd is projected to reach 989,182
heads, an increase of 2.76%. The total poultry herd is 34,758,000 heads, an
increase of 7.87% compared to the same period last year. Currently, localities
are focusing on directing and deploying anti-cold plans for livestock and
poultry during the severe and damaging cold at the end of December 2023.

Currently,
African swine fever is developing quite complicatedly in the locality. Besides,
a number of other diseases occurring sporadically in a number of small-scale
livestock households have been detected early, controlled and treated promptly
to prevent them from spreading to a large area. The Agriculture and Rural
Development sector has focused on directing localities and units to continue
enhancing supervision, information and propaganda and guiding livestock farmers
to perform measures to prevent and control diseases for livestock herds.
Regarding
the new-style countryside building programme, it is expected that in 2023, the
whole province has 10 communes meeting new-style countryside standards, 35
communes meeting advanced new-style countryside standards, 06 communes
achieving model new-style countryside standards. The average number of criteria
meets 17 criteria/commune, 01 district meets new-style countryside standards
(Hung Nguyen).
The
Index of Industrial Production (IIP) in December 2023 is projected to grow by
6.16% over the same period last year. Accumulated for the whole year, IIP is
increase by 7.6%; of which the mining industry is projected to be 91.94%, the
processing and manufacturing industry is projected to increase by 10.01%, the
production and distribution of electricity, gas, hot water, steam and air
conditioning is projected to be equal to 94.64%, the water supply industry,
waste management and treatment activities, and wastewater are projected to
increase by 25.74% over the same period.
The
whole year's accumulation of some industrial products is expected to increase
significantly year-on-year, including: Fish sauce 393 million liters, an
increase of 19.58%; yogurt 51 thousand tons, up 5.62%; fresh milk 274 million
liters, an increase of 11.19%; animal feed 170 thousand tons, an increase of
13.2%; bottled beer 41 million liters, up 2.64%; fertilizer 55 thousand tons,
an increase of 21.78%; tap water 35 million m3, an increase of 2.75%
In
December 2023, the market has signs of recovery after the difficult first
months of the year. People's shopping needs tend to increase, retail supermarket
systems and activities connecting supply and demand continue to expand in many
areas. Total retail sales of goods and consumer service revenue in December
2023 is projected to reach 13,543.36 billion VND, 1.46 times compared to the
same period in 2022. Accumulated for the whole year is projected to reach
123,133.27 billion VND, an increase 21.38% compared to last year.
Export
turnover in December 2023 is projected to reach 220 million USD; up 26.37% over
the same period in 2022. Cumulatively for the whole year 2023, total export
turnover is projected to reach 3.11 billion USD, up 22.6% over the same period,
of which commodity export turnover is projected to reach 2.452 billion USD, up
12.02%. Import turnover is projected at 1,323 million USD, up 4.15% over the
same period last year.
The number of tourists in December is projected to reach 350,000. The tourism
revenue is projected to reach 366 billion VND. The cumulative number of
tourists in 12 months is projected to reach 8.36 million, up 24% over the same
period last year.
Budget
revenue in 2023 is projected at to be 18,136 billion VND, reaching 114% of the
estimate assigned by the Provincial People's Council and equal to 81% of the
implementation in 2022. Of which, domestic revenue is protected at 16,940 billion VND, reaching
116% of the estimate and equal to 80% last year. Revenue from import-export
activities is protected to be 1,175 billion VND, reaching 94% of the estimate
and equal to 88% of the estimate last year. Budget spending in 2023 is protected
to be 35,661 billion VND, equal to 107.5% of the estimate.
In December, the whole
province granted new (Approval of investment policy/issue of Investment
Registration Certificate) to 08 projects with a total registered investment
capital of 5,126.4 billion VND.
As
of December 20, 2023, the total public investment plan for 2023 has disbursed
6,729.549 billion VND, reaching 74.5%. Of which, concentrated public investment
capital has disbursed 3,636.289 billion VND, reaching 65.12%. The plan for 2022
extended to 2023 has disbursed 1,017.114 billion VND, reaching 64.79%.
Some
key projects with good disbursement progress include: coastal road project from Nghi Son (Thanh
Hoa) to Cua Lo (Nghe An) - section from Km7 - Km76 reaching 84.96%, Road
connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) reached
99.76%, Vinh - Cua Lo connecting road (phase 2) reached 100%, etc.
In
December 2023 (from December 1, 2023 to December 18, 2023), the whole province
has granted new (Approval of investment policy/issue of Investment Registration
Certificate) for 08 projects with a total registered investment capital is
5,126.4 billion VND. Amending 12 projects, of which the total investment
capital of 3 projects increased by 3,208.7 billion VND. Total newly granted and
amended capital is 8,335.1 billion VND.
Accumulated
for 2023 (as of December 18, 2023), the whole province has newly granted
(Approval of investment policy/issue of Investment Registration Certificate)
for 115 projects with a total registered investment capital of 44,883.4 billion
VND. Amending 183 projects, of which the total investment capital of 49
projects increased by 10,127.6 billion VND. Total newly granted and amended
capital is VND 55,011 billion. Compared to the same period last year, the number
of newly licensed projects increased by 3.6%, the total newly registered
capital increased by 1.53 times.
In
December (as of December 20, 2023), there were 136 newly established
enterprises with a total registered capital of 781 billion VND. Accumulated for
the whole year (as of December 20, 2023), there are 2,869 newly established
enterprises, equal to 97.05% compared to the same period last year with a total
registered capital of 18,566 billion VND; 1,053 enterprises reopened, up 7.33%
over the same period last year.
International
cooperation and integration activities continue to be deployed effectively. The
culture and society fields achieve many positive results. The work of land
registration, registration of land changes and issuance of land use rights
certificates to organizations and individuals is well carried out. Districts,
cities, and towns have completed proposals for approval of land use plans in
2024, and continue to amend and supplement land use plans in 2023. National
defense, security and social order and safety are maintained.
However,
currently, African swine fever is developing complicatedly in many districts,
cities and towns (Currently, there are 114 outbreaks in small farming
households in less than 21 days in 19 districts, cities and towns; the number
of dead pigs forced to be destroyed is 7,452, total weight 431,457 kg). Accumulated
for 12 months, some industrial products are projected to decrease compared to
the same period in 2022 such as: Canned beer down 3.36%; wood chips down 6.86%; cement down 1.42%; Electricity
production down 7.48%, etc.
Although
the disbursement rate of the public investment capital plan in 2023 is higher
than the same period last year and higher than the national average, some
sources of disbursed capital are still low such as: Newly disbursed capital for
the socio-economic recovery and development programme is 390,207 billion VND,
fulfilling 52.17%; Newly disbursed foreign capital is 137,454 billion VND,
fulfilling 46.45%; The National Target Programme for Socio-Economic Development
in Ethnic Minority and Mountainous Areas has just disbursed 228,352 billion
VND, fulfilling 36.12%; National target programme on sustainable poverty
reduction has just disbursed 9,779 billion VND, fulfilling 4.78%.
